To build effective e-government communication systems, CivicPlus has assembled government communications experts – in short, a team of really smart people. Each contributes his or her area of expertise to create the community engagement system that perfectly suits the needs of your community.
Ward Morgan, Chief Executive Officer
When a programmer developed a simple tool that allowed employees of small towns to update their websites without a programmer, Ward Morgan had a big ah-ha moment. “I saw the potential, but it took a while to assemble the teams and build the systems and processes necessary to offer a really great community-engagement system,” he says. That ah-ha moment grew into CivicPlus and Ward Morgan is its Chief Executive Officer.
First off, he assembled a team and got them engaged. “If people are engaged in the company, then they’re engaged in their jobs. CivicPlus can’t be just a job. And when we’re engaged we serve our clients that much better.” Following his leadership, Government Content Management System™ software was fully developed and is now used to meet the interactive communication needs of local governments around the world including four state capitals.
As CEO, Morgan attends at least five seminars a year for innovation, product development and customer experience. “When I was younger I learned a lot about management by managing an Arby’s, and I learned about customer service by driving a tow truck.” He also earned a degree in Business Management from Kansas State University with an emphasis in information systems. These days Morgan uses all his previous learning to inspire a team of fully engaged people to do great things. That’s CivicPlus.

Deb McNew, Executive Vice President of Operations
Deb McNew is the employee who has been with CivicPlus the longest, “I’ve been here longer than dirt,” she says with a laugh. “I am one of those people who just lucked out and found a job and a company I really love.”
With a degree in Management Science and Computer Systems, and another in secondary education, McNew is well prepared to do almost anything at CivicPlus. Deb has been a client trainer, systems analyst, business consultant, training manager, production manager, the director of operations, and in May 2010 she was promoted to Vice President of Operations.
As the Vice President of Operations McNew enjoys working with clients and being on the front edge of new developments. All operations departments, the most public-facing, customer-focused, service-delivery portions of the business, report to her. McNew oversees content development, graphic design, client training/consulting, project management and client care for CivicPlus.

Brian Rempe, Chief Operations Officer
Brian Rempe is the Chief Technology Officer overseeing the technical team at CivicPlus. He is responsible for the upgrades and enhancements of the Government Content Management System™, the core product offering of CivicPlus.
A programmer by trade with a Bachelor’s Degree of Computing and Information Sciences and a Master’s Degree of Business Administration from Kansas State University, Rempe says ideas and suggestions for new developments come from a wide variety of sources. The majority of ideas come from current clients via CivicPlus Connection, a social network for CivicPlus users, and CivicPlus employees. He sites the Media Center as a recent development he is proud of. “Through Media Center, we are providing our clients the ability to stream their council meetings and other events online so their citizens can view these meetings from anywhere at any time. And this functionality was added to all our existing clients’ sites free of charge.”
The Technology team Rempe leads develops software using agile development methodologies. Using these techniques, the team can deliver the functionality that clients most want in a much shorter timeframe. Rempe’s team also builds the wireframes for each client’s site and manages the hosting infrastructure on which CivicPlus sites are hosted.
“At CivicPlus, we care about the work we are doing.” Rempe says, “We don’t concern ourselves with the minutiae of things like a dress code. We are too busy helping cities connect with their citizens. We’re doing great at that, but we have so much more exciting functionality we plan to deliver.”
