Seattle, Washington Takes its Code of Ordinances to an Online Platform

Seattle, Washington, wanted to expand its code of ordinances from physical copies to an online platform with tools for staff and the community alike to interact with.

While Seattle has utilized Municode Codification (now part of the Civic Experience Platform) for over 15 years, only having code in the form of hard copies became outdated. This left residents calling into the city hall or traveling there to view their code. Viewing them alone was no easy task either, as the city had ordinances dating back to the late 1800s scattered across multiple books. This resulted in flipping through various pages to find an ordinance. Also, there was no way to compare previous versions of code which became confusing when dealing with over 100 years of ordinances. Seeing the need to adapt, Seattle sought a solution to modernize its code.

The biggest benefit Seattle found was the ability for its community to access its code on any device and on its own terms.

The city began utilizing the Municode Codification Online Code Hosting to address the aforementioned issues.

Staff now has an easy time uploading PDF documents onto the platform, ensuring they match the hard copies and remain up to date. Online Code Hosting also boasts loads of intuitive features, such as CodeBank and the "Compare Versions" buttonCodeBank displays changes to the most recent update of code, available for staff and residents to view. "Compare Versions" shows the changes made to code with strikethroughs for eliminated sections and highlights for added sections. Both work to increase transparency for residents and aid staff when drafting and editing code.

The biggest benefit Seattle found was the ability for its community to access its code on any device and on its own terms. An intuitive search bar also eliminates the need to find and flip through the pages of various codebooks.
