CivicPlus Solutions Director Rachel Ebaugh implements the strategic vision for our Recreation Management solution. She guides our product strategy and engineering teams to execute the product roadmap. Rachel has over 15 years of experience in parks and recreation and the Recreation SAAS field. She holds a master’s degree in Parks and Recreation Administration. Also, she has Certified Park and Recreation Professional (CPRP), Advanced Certified Scrum Product Owner (ACSPO), and Certified Scrum Master (CSM) certifications.
Brenden Elwood
CivicPlus Vice President of Market Research
Brenden Elwood, Vice President of Market Research at CivicPlus®, is passionate about community engagement, community betterment, and knowledge gained through research and conversation. With over 14 years of experience as an elected official and professional researcher, Brenden helps CivicPlus continue to scale and provide best-in-class solutions. Brenden leads CivicPlus’ Market Research arm and is developing programs to better understand how our solutions positively impact civic experiences in the communities we serve and how we can tailor our solutions to serve their needs.
Matt Hickey

CivicPlus® Strategic Solutions Consultant Matthew Hickey brings over a decade of specialized experience in parks and recreation service pricing and cost recovery strategies. His background includes nine years as Senior Operations Analyst for the City of Boulder Parks and Recreation Department. As the creator of the CivicPlus Cost Recovery solutions, he has helped countless agencies “do the math” by providing data-driven insights into planning, budgeting, pricing, and performance measurement. With a master’s degree in Sports Management from the University of Denver and hands-on experience in both public and private recreation operations, Matthew excels at translating complex data into meaningful strategies for fiscally fit organizations. Outside of work he is an outdoor enthusiast, he’s logged over 100,000 miles on his motorcycle in the past five years.
