According to Grand View Research, global investment in government digital transformation totaled $166.6 billion in 2024 and is predicted to grow to more than $650 billion by 2030. Governments are more interested than ever in evolving with the help of emerging solutions.

Despite proven results in the private sector, the public sector’s relationship with cloud technology remains complicated. For every local leader championing modernization, there is another official who is still navigating unanswered questions about cost, security, control, and operational disruptions.

What Is Cloud Migration?

Cloud migration means moving your applications, data, and IT workloads from on-premises infrastructure into professionally managed cloud environments. Executed effectively, the process can modernize workflows, strengthen security, improve resilience, and make it easier for residents to access services online.

The biggest cloud migration challenges are often not technical. Instead, they are rooted in myths and misconceptions about security, cost, control, and complexity that keep municipalities relying on legacy systems long after they have stopped serving residents well.

In this blog, we’ll explore five of the most common myths and the reality that more forward-thinking governments are discovering.

Myth #1: The Cloud Is Not Secure Enough for Government

Fear: Our data is too sensitive to host off site.

Fact: Leading SaaS vendors like CivicPlus align to established government frameworks and validate their controls through independent audits, continuous monitoring, and documented security practices

CivicPlus solutions run on modern cloud infrastructure that adheres to rigorous data security frameworks used across the public sector. In August 2025, CivicPlus announced that five products had achieved GovRAMP Ready status:

GovRAMP, formerly known as StateRAMP, is a nonprofit organization that launched in 2021, with membership open to state, local, and education (SLED) organizations and their cloud service providers.

GovRAMP Ready status means a product has undergone a readiness assessment by an accredited Third-Party Assessment Organization (3PAO) and meets the minimum requirements to pursue full authorization. GovRAMP Ready does not indicate full authorization. Full authorization is a separate designation and remains in progress for applicable solutions.

CivicPlus solutions incorporate industry-standard security measures, including encryption in transit via TLS and encryption at rest, along with continuous monitoring and regular security assessments.

Cloud security follows a shared responsibility model. CivicPlus is responsible for securing the infrastructure, platform, and application layers, while municipalities are responsible for managing user access, identity controls, data classification, and internal governance policies.

What this means for residents: Residents benefit from higher levels of protection than municipalities that rely on aging on-premises infrastructure can provide.

Myth #2: The Cloud Costs More Than On Premises Systems

Fear: We cannot afford another software subscription.

Fact: Cloud systems often reduce total cost of ownership by eliminating capital expenses and lowering the ongoing costs of maintenance, printing, storage, and downtime.

After moving from a manual, paper-heavy agenda preparation process to a cloud-based CivicPlus solution, the town of Howey-in-the-Hills, FL, estimates that it now saves more than $25,000 annually in printing costs alone.

Automating agenda creation and PDF conversion through Agenda and Meeting Management has resulted in significant time savings every month. As the Town Clerk explains, “It saves hours of my life for every Town Council meeting.”

Cloud tools can also reduce costs by helping teams plan work more proactively and run operations more predictably. CivicPlus Asset Management centralizes asset data and work orders so teams can document, track, and prioritize maintenance, including data-driven planning to reduce disruptions.

In Pueblo West, CO, staff used Asset Management to log and track maintenance tasks in one central system instead of scattered spreadsheets, boosting visibility into maintenance while improving planning.

What this means for residents: Streamlined systems translate into faster, more dependable services. Bills and notices arrive on time, meeting materials are easy to find online, routine requests move more quickly, and proactive maintenance helps reduce avoidable service disruptions.

Myth #3: If the Internet Goes Down, the City Shuts Down

Fear: With government operations in the cloud, a loss of connectivity could have serious consequences.

Fact: Modern cloud platforms are designed for resilience and continuity, with redundancy and offline workflows to keep teams operational even when connectivity is imperfect.

CivicPlus solutions are designed to keep teams resilient with:

  • Web-based tools accessible across devices
  • Mobile applications that function in the field
  • Automated backup and disaster recovery processes

Community Development and Asset Management, for example, support offline inspections and field workflows.

To securely support offline workflows, municipalities should implement device-level protections such as encryption, mobile device management (MDM), and remote wipe capabilities. These controls help reduce risks associated with lost or stolen devices that may temporarily store sensitive data.

What this means for residents: Residents experience more consistent service.

  • Improve transparency and resident access to information
  • Strengthen security through audited controls, access management, and compliance-aligned workflows
  • Lay the foundation for future digital projects

Myth #4: Cloud Hosting Means Losing Control of Data

Fear: We will not know where our data resides, how to access it, or how to audit it.

Fact: Cloud hosting can make it easier to see where data lives, who has touched it, and how it is being used. Cloud platforms may provide granular controls, including audit trails, role-based access controls, and reporting tools that support visibility and accountability.

CivicPlus solutions are hosted in secure environments designed to support data residency expectations common among U.S. state and local governments.

Centralized systems improve auditability, support compliance efforts, and reduce operational risk through better visibility into system activity.

What this means for residents: Residents get a clearer picture of what is happening and are more likely to view their local leaders as trustworthy and accountable.

Understanding Compliance Requirements in the Cloud

While GovRAMP provides a strong foundation for validating security practices, compliance requirements vary depending on how a municipality uses its systems.

Additional frameworks such as CJIS for law enforcement data, HIPAA for health-related services, PIC-DSS for payment processing, and state-specific privacy regulations may apply.

Municipalities should evaluate their specific regulatory obligations and confirm that vendors can support those requirements.

Myth #5: Cloud Migration Creates More Work for Staff Members

Fear: Introducing a major change like a cloud migration will overwhelm our team.

Fact: A successful cloud migration can reduce ongoing manual work and maintenance, so staff can focus on higher-value, resident-facing work.

Moving to cloud-based hosting typically means:

  • No onsite servers to maintain, patch, or replace
  • Easier integration between systems
  • Built-in tools and best practices for workflows, approvals, and reporting

After implementing CivicPlus Agenda and Meeting Management and Municode Codification, the city of Willmar, MN reports saving about eight hours each week on legislative management processes.

Cloud tools also lighten the load in public works and infrastructure. Asset Management helps agencies shift from reactive work to preventive maintenance by centralizing information on asset condition, maintenance histories, and work orders. A single source of truth reduces duplicate data entry and makes it easier to pull reports for council updates and budget planning.

What this means for residents: Staff can respond faster, communicate more clearly, and ultimately serve residents more effectively.

Incident Response and Risk Management

Cloud providers play a key role in monitoring systems and responding to potential security incidents.

CivicPlus maintains security processes designed to detect, investigate, and respond to threats. In the event of an incident, municipalities should expect timely communication, defined response procedures, and alignment with applicable breach notification requirements.

Prepare for an Effective Cloud Migration Process Today

If your municipality is beginning to explore cloud migration, here are practical next steps to guide your migration process.

1. Audit your current on premises costs and risk profile

  • Inventory servers, applications, and major systems.
  • Capture direct costs like hardware, licensing, and support.
  • Estimate indirect costs like staff hours spent on maintenance.
  • Document cybersecurity risks.

2. Identify which systems are currently creating bottlenecks and roadblocks

  • Look for processes that are paper-heavy, error-prone, or slow.
  • Identify systems that do not integrate with others and force staff to perform duplicate data entry.
  • Assess permitting, licensing, and code enforcement workflows for opportunities to digitize and streamline with cloud-based solutions.
  • Consider resident feedback about confusing services.

3. Develop feedback metrics and dashboards

  • Decide how you will define success, using metrics like time saved and cost reduction.
  • Use reports and dashboards to track these metrics over time.
  • Share results with leadership to build confidence for future investments.

4. Communicate the value of change to staff and residents

  • Emphasize the reduced manual burden and increased time for strategic work for staff.
  • Emphasize 24/7 services, improved incident response readiness, increased transparency to residents, and new opportunities for self-service.
  • Use before-and-after stories to make the benefits of your efforts tangible.
