Wichita Falls Independent School District Partners with CivicPlus to Expand Digital Accessibility and Improve Access to Public Documents
CivicPlus DocAccess to help the district make up to 30,000 of PDFs more accessible while supporting transparency, multilingual access, and staff efficiency
MANHATTAN, KS — October 30, 2026 — CivicPlus®, a public sector SaaS leader, partnered with Wichita Falls Independent School District (WFISD) to implement DocAccess, an automated document accessibility solution that converts public PDFs into ADA-aligned HTML transcripts, to help the district make important online documents easier to access and understand for over 12,300 students across 24 campuses along with their families, and community members.
Ahead of the Department of Justice’s April 2027 ADA compliance deadline, WFISD sought a solution that would allow the district to preserve access to valuable information while reducing the administrative burden associated with document remediation. Documents needing conversion for compliance include required postings, campus improvement plans, federal and state report cards, budget materials, tax information, handbooks, and additional critical resources. An initial review identified up to 30,000 PDF pages that could require accessibility updates, making manual remediation a substantial undertaking for district staff.
With DocAccess, WFISD is transforming PDFs into WCAG 2.1 Level AA-aligned, searchable, and translatable HTML for:
- More accessible district information: Families can search within documents and adjust how content is displayed to better meet their individual needs.
- Continued transparency: The district can keep budget documents, required postings, historical materials, and other public information available online rather than limiting access while documents are remediated.
- Support for multilingual families: With up to 28 languages represented across the district, DocAccess allows for easier translation of important documents, helping parents and guardians access information in the language they are most comfortable reading.
“Making information accessible to every student and family is an important part of how we serve our community,” said Dr. Donny Lee, Superintendent of Wichita Falls ISD. “We want families to be able to find, read, and understand the information they need without unnecessary barriers. This solution helps us keep important district resources available to the public while also giving our staff a more efficient way to support accessibility across a large volume of documents.”
“Wichita Falls ISD’s approach demonstrates how accessibility, transparency, and operational efficiency can reinforce one another,” said CivicPlus Product Manager Phil Becker. “By making critical documents easier for families to access while reducing the remediation burden on staff, the district is building a more inclusive digital experience that can support its community for years to come.”
