Pasco County, Florida

Population:

632,996

As housing prices and interest rates continued to climb, Pasco County Community Development in Florida recognized that many working families could afford a monthly mortgage payment but lacked the savings needed for a down payment. To address this growing challenge, the County expanded its Down Payment Assistance Program in 2024, increasing assistance limits and raising the maximum eligible home purchase price to better reflect today’s housing market.

The impact was immediate. In 2024, the program helped 24 households purchase homes through approximately $810,000 in assistance. Following the expansion, Pasco County invested nearly $3.9 million in State Housing Initiatives Partnership funding to help 75 families achieve homeownership in 2025, more than triple the number of families served. The program also partnered with 72 lenders and community organizations to expand access and strengthen support for prospective homebuyers. Beyond the numbers, the initiative has helped families build stability, remain in the communities where they work and raise children, and begin building equity for the future. By adapting an existing program to meet changing market conditions, Pasco County Community Development demonstrated how responsive local government can expand opportunity, strengthen neighborhoods, and make the dream of homeownership attainable for more residents.
