She demonstrates how the software can streamline staff workflows and build resident trust through more efficient, transparent governance. Before joining CivicPlus, Rachelle spent 17 years in state, county, and municipal government, holding roles in community relations, child support enforcement, and as a misdemeanor/juvenile coordinator in the victim witness division. For over a decade, she served the Town of Normal, Illinois, as deputy clerk, engineering office assistant, and communications specialist. Rachelle studied international business at Illinois State University.
