History of CivicPlus

How CivicPlus became the integrated platform for local government

Explore Manhattan (1)

CivicPlus is THE integrated technology platform for local government. We connect municipal employees and elected officials with the citizens they represent and serve with the simplicity, versatility, and power of our integrated portfolio of local government solutions.

CivicPlus, Inc. (“CivicPlus") grew out of Networks Plus and eventually became its own operating division. Incorporated in Kansas in 1998, Networks Plus, the brainchild of Ward Morgan and Tony Gagnon, began providing technical services to customers in 1994.

In the beginning, four cities wanted a progressive way to maintain their websites without the burden of employing a continual webmaster. They wanted a system that would allow routine maintenance and changes to be implemented by city staff. After close consultation with these four cities, an innovative tool that automated the process of updating website content was developed.

Today, CivicPlus employs a growing team of talented professionals and continues to implement new technologies and services to maintain the highest standards of excellence and efficiency. Our commitment to setting the standard in website design, management, and government communication has been instrumental in making CivicPlus a leader in web design, mass notification, parks and recreation, and HR solutions used by local government and municipalities.

Networks Plus (the unexpected origins of CivicPlus) was co-founded by Ward Morgan and Tony Gagnon.
