His deep expertise in product lifecycle management and customer-driven innovation helps shape products that empower communities and public sector teams.

His teams are responsible for the AI agents, intelligent workflows, and data-driven insights that enable governments to deliver more efficient, intuitive, and resident-centered experiences. Phil strives to bring CivicPlus products together into a unified technology platform through the continued development of platform tools, integrations, and intelligent capabilities. He has over 25 years of experience in the govtech space and is passionate about helping government work better for both staff and the residents they serve.

CivicPlus Senior Product Director, Infrastructure & Operations Cari Tate leads our SeeClickFix 311, Community Development, Asset Management, and Utility Billing solutions. In her position, she utilizes her expertise and customer experience for product strategy and development. In addition to graduating with an MBA from Southern Connecticut State University, Cari’s prior adventures include marketing for the architecture firm responsible for the restoration of the U.S. Capitol dome, serving on a humanitarian hospital ship in Africa, and working for a U.S. Congresswoman.

Taylor brings a multidisciplinary background spanning product management, platform engineering, and graphic design, enabling him to bridge strategy, technology, and user experience effectively. At CivicPlus, Taylor helps customers make government work better by ensuring the tools they rely on are intuitive, reliable, and built around real-world workflows. He works closely with teams across the organization to understand customer needs and deliver solutions that genuinely support day-to-day operations. Taylor holds a Bachelor of Science in Information Technology from Brigham Young University.

At CivicPlus, he leads product strategy and innovation for the Agenda and Meeting Management solution, focusing on streamlining meeting preparation, enhancing transparency, and supporting confident decision-making. With a focus on innovation and customer collaboration, Kevin is dedicated to making government work better through technology and recently earned an IBM AI Product Management professional certification.

With over 14 years of experience in the municipal website industry, Jarrod brings deep domain expertise across product management, customer success, and project delivery. Prior to joining CivicPlus, he held roles at Municode and Aha Consulting, where he worked closely with local governments on website strategy, implementation, and product development.
