Transforming Civic Engagement: Windsor, Colorado Expands Digital Accessibility with CivicPlus
New accessible website ensures seamless access to services and stronger connections for Windsor’s 47,000 residents
MANHATTAN, KS – September 17, 2025 – The Town of Windsor, Colorado, one of the state’s fastest-growing communities, partnered with CivicPlus® to expand digital accessibility and civic engagement. With nearly 47,000 residents relying on timely information and access to local services, Windsor worked with CivicPlus to launch an expanded, accessibility-focused digital hub that ensures every resident can easily connect with town government.
Since 2007, Windsor has invested in a wide range of digital tools from CivicPlus, including Agenda and Meeting Management, Process Automation and Digital Services, and the SeeClickFix 311 CRM solution – all focused on ensuring residents can access government services anywhere and anytime. Windsor’s primary digital hub is its CivicPlus Municipal Website, supported by complementary accessible platforms and services including a monthly print newsletter, meeting agendas, web forms, timely service requests, and a mobile app.
This past June, Windsor transitioned its website to meet compliance regulations of Section 508 of the Rehabilitation Act and Colorado House Bill 21-1110, which requires government websites to be accessible to individuals with disabilities. Key accessibility enhancements to Windsor’s website include:
- Inclusive Design: Dyslexia-friendly fonts and adjustable text size and color options ensure comfortable reading experiences for all.
- Accessible Content: Alt text, image descriptions, and structured headings make navigation easier for residents using assistive technologies.
- Simplified Management: Built-in tools help staff keep content accessible and compliant, reducing barriers for future updates.

Collectively, Windsor operates three CivicPlus-powered websites for the town, recreation services, and the police department. In 2024, these sites collectively logged 1.3 million visits, with both the main town site and recreation site each attracting over 600,000 hits.
